Sheff Wed Deals with Major Issues, Says New Football Authority

'We are going to be a part of football's future' - football oversight chief the regulator's chair

The Championship club's persistent issues represent a a "major concern" and the independent regulator is looking to gain the ability to investigate clubs in comparable cases, the newly appointed chairman the official has stated.

During an extensive discussion, Kogan, who was appointed on Monday, showed understanding towards supporters of the Owls.

Kogan met with four fan organizations connected to the Championship side in recent days.

The football club have been experiencing difficulties in multiple areas in 2025, with the club missing wage payments on several different times, including in the autumn.

"Clearly Sheffield Wednesday has been a major concern for the league and a major challenge for the sport," the regulator explained.

"The club represents one of the historic institutions for football in England and this week we have met supporters' organizations.

"We are seeking authority... which will allow us to have the club and similar situations referred to us if they need to be investigated and acted upon."

Financial Struggles and Leadership Concerns

The club's controversial proprietor the Thai businessman indicated in the summer he would be open to selling the club at Hillsborough, but he has not been able to secure a deal with interested parties.

Failure to pay player wages on time in earlier this year resulted in restrictions being imposed by the league officials in mid-year, preventing the club from carrying out any transfers or loans for the next three transfer windows, although those limitations were removed in the end of the transfer window.

Official's Viewpoint

The chairman stated: "The position was created for the supporters of Wednesday, Bury or any football club where fans are dedicated to a community organization that has existed throughout their lifetimes in many cases.

"I completely understand the team's plight, as I do for all the clubs that since 1992 have gone to the wall, or nearly ceased operations, for factors unrelated to the followers."

Inquired if the regulator could force an owner to sell a club if they are considered unfit, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we gather the evidence and comprehend the circumstances, we will."

But Kogan stressed that compelling proprietors to divest clubs would be viewed as the ultimate measure and the oversight body would choose to collaborate with owners.

"The last thing what we want to do is start getting involved with an individual club, an individual owner, without being able to work with that chairman to fix the challenges confronting the team and the chairman's encountering," the chairman stated.

"However, realistically, when you review the record of football, over the past few decades there have been particular chairmen, few in number, but some who have been irresponsible in the approach they have taken toward their organizations and finally don't wish to take responsibility for the future."

'Errors may undo substantial development'

Kogan met with officials from numerous teams to detail the scope of the oversight body this week and stated it constituted a "proactive meeting" with a "significant participation" from the lower divisions to the top flight.

"This position carries substantial significance, because should mistakes occur, if the world of football gets it wrong, the significant advances achieved could disappear incredibly quickly," the chairman stated.

"And that's what nobody wants in the realm of domestic football is a major achievement - we must maintain momentum.

"There's an enormous amount of money entering the sport and has come into football for the last 20 or 25 years, because certainty is lacking it will persist in entering the game, which is part of the rationale behind I think we have to adopt a precise perspective on challenges and obviously, of the immediate future."

Elite Division Worries

The Premier League opposed the establishment of an oversight body because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but the chairman responded: "I fully support the prosperity and expansion as an commercial operation of the elite league.

"Being fully aware of the worry about compromising the division as a high-quality offering of England. But simultaneously, if you consult with top flight officials after the recent gathering, they would have had a significant degree of comfort -and, actually, they have been informing us confidentially they have a considerable comfort."

Political Connections

The regulator remains subject to a "thorough examination" by the official appointments authority after he disclosed making donations to the Labour Party in recent years.

The official provided financial support for Culture Secretary the politician's campaign, along with that of the current Prime Minister.

"I've been completely open about my past party membership [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," Kogan said.

"I currently have no participation in any type of partisan engagement."
