The Former President's Woke Alarm Overlooks The Continent's Real Threat: Technological Decline.

The recent US national security strategy offers a misguided view of Europe. It claims that unrestrained immigration and what it terms "woke" agendas represent an existential risk to the continent's identity. However, this perspective is based on a serious misinterpretation of the reality. The true challenge confronting the EU is not cultural but technological and economic lag.

A Glaring Growth Divide Between Europe and the US

The data reveal a sobering contrast. Between 2008 and 2023, American economic output grew by eighty-seven percent, while a mere 13.5% growth for the EU. During this time, European income per person fell from 76.5% to just 50% of the American figure. Remarkably, even the poorest US state now has a greater average income than major European economies like France and Italy.

Currently, roughly half of the world’s top fifty technology firms are American, while only four are from Europe.

The Technological Shortfall: The Core Problem

This widening economic gap is driven by stronger productivity growth in the US, fueled by technological innovation and higher total factor productivity. The landscape of world technology dominance is overwhelmingly American. In the last five decades, 241 US firms have scaled into enterprises valued at more than $10bn, versus only fourteen in Europe.

This gap raises a pressing issue: In the race for future industries like semiconductors, AI, and fusion energy, where does the EU positioned? Most analysts concede it is essentially a two-horse race between the United States and China, with Europe entering at a clear disadvantage.

Underlying Factors of the Continent's Technological Lag

Several key reasons account for this technological divide.

  • Venture Capital: The US boasts a much more robust and more dynamic system for funding startups. The EU still lacks a true unified investment market, which limits the scale of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hinder European business. A US startup can launch a product under a single set of laws to access a consumer base of hundreds of millions. The EU, despite a larger population size, is divided among twenty-seven different national systems, creating huge market obstacles.
  • Mindset Differences: Attitudes toward risk-taking differ sharply. In parts of Europe, business failure was once viewed with stigma, whereas in the United States, it is often seen as a badge of experience.
  • Military Investment: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. Europe's long-term lack of spending in military capabilities has weakened its capacity for breakthrough innovation.

The Road Ahead: Reasons for Hopefulness

Despite these challenges, one can find causes for hope. European leaders are increasingly aware of the severe threat and have started to advance serious reform. Notable analyses on European competitiveness and the single market highlight the need for major reforms.

With the right policies and rule changes, Europe's strengths could support far greater levels of commercial innovation.

Europe retains considerable advantages: skilled workforce, excellent schools and universities, and premier labs. Alongside a vast domestic consumer base and substantial household savings, these elements could trigger a new wave of investment and entrepreneurship.

Importantly, even if Europe does not become the leader in creating cutting-edge technologies, it can still dramatically increase productivity by adopting and adapting advancements from other regions.

A Critical Juncture

The European Union now stands at a decisive moment. As the saying goes, decline often happens "slowly, then all at once". To date, Europe's slide in innovation has been steady. However, if it fails to take bold steps to address its deep-seated problems, today's slow erosion could give way to a rapid and permanent loss of world influence.
